Primero. REVOCAR las sentencias del 6 de marzo del 2.000 y del 27 de abril del 2.000, proferidas por el Tribunal Administrativo de Bolívar y del Consejo de Estado, Sala de lo Contencioso Administrativo - Sección Segunda - Subsección "A", respectivamente.
Segundo. CONCEDER la tutela interpuesta por ALMA DELIA TORRES DE PEDROZA contra el Instituto de los Seguros Sociales, Seccional Bolívar. En consecuencia, ORDENAR a la Oficina de Atención al Pensionado, si no lo ha hecho ya, que responda dentro del término de cuarenta y ocho (48) horas siguientes a la notificación de la presente sentencia, el recurso de apelación interpuesto el día 28 de septiembre de 1999 contra la resolución No. 03734 del 11 de agosto de 1.999, "Por medio de la cual se resuelve una solicitud de prestaciones económicas en el Sistema General de Pensiones - Régimen Solidario de Prima Media con Prestación Definida y se modifica una resolución No. 000246 del 26 de enero de 1.999".
Tercero. Se hace un llamado de atención al I.S.S., Seccional Bolívar para que en lo sucesivo no vuelva a incurrir en retardo en la tramitación de los recursos interpuestos ante dicha entidad.
Cuarto. Por Secretaria General, líbrense las comunicaciones previstas en el artículo 36 del Decreto 2591 de 1.991, para los efectos allí previstos.
