Primero. REVOCAR la sentencia proferida por el Juzgado Promiscuo Municipal de Usiacuri, el 23 de febrero del ano en curso, mediante la cual concedio la accion de tutela instaurada por Sabinaida Zapata Robledo contra el municipio de Usiacuri, Atlantico, en invocacion de su derecho al debido proceso. Y la sentencia de 3 de abril de 2000 mediante la cual el Juzgado
Primero. Civil del Circuito de Barranquilla la confirmo.
Segundo. NEGAR la accion relacionada en el numeral anterior por improcedente, con la advertencia de que esta decision, tal como se preciso en la parte motiva, no desconoce los derechos y obligaciones derivados de la ejecucion del contrato cuya terminacion unilateral dio origen a la presente accion.
Tercero. Por Secretaria, librese la comunicacion prevista en el articulo 36 del Decreto 2591 de 1991.
