Primero. CONFIRMAR por las razones expuestas en esta providencia la sentencia de tutela proferida por el Tribunal Superior del Distrito Judicial de Santa Rosa de Viterbo que denegó el amparo deprecado.
Segundo. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del Decreto 2591 de 1.991.
