Primero. REVOCAR la sentencia proferida por el Consejo de Estado, Sala de lo Contencioso Administrativo Sección Cuarta. En consecuencia, se tutelarán los derechos fundamentales invocados por las actoras ordenando al Alcalde Municipal de Calamar -Bolívar- que si aún no lo ha hecho, en el termino de 48 horas reanude el pago de los salarios a las demandantes de esta tutela, realizando las gestiones y partidas presupuestales indispensables para ello.
Segundo. PREVÉNGASE al Municipio demandado a fin de que en el futuro cancele oportunamente los salarios de sus trabajadores evitando las omisiones ilegitimas que dieron origen a esta acción.
Segundo. LÍBRENSE por secretaría las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991
