- Declarar EXEQUIBLE el literal A del numeral 2deg del articulo 15 de la Ley 91 de 1989, salvo la expresion "Los docentes vinculados hasta el 31 de diciembre de 1980" respecto de la cual se estara a lo resuelto por la Corte Constitucional en la Sentencia C-489 de 2000 que declaro su exequibilidad condicionada.
