- Primero. Declarar EXEQUIBLE la "Convención de las Naciones Unidas de lucha contra la desertificación (sic) en los países afectados por sequía grave o desertificación (sic), en particular Africa", hecho en París el diecisiete (17) de junio de mil novecientos noventa y cuatro (1994).
- Segundo. Declarar EXEQUIBLE la Ley 461 del cuatro (4) de agosto de mil novecientos noventa y ocho (1998), por medio de la cual se aprobó la Convención referida en el numeral anterior.
- Tercero. Ordenar que se comunique la presente decisión a la Presidencia de la República, al Presidente del Congreso de la República y a los Ministros de Relaciones Exteriores, Medio Ambiente y Agricultura y Desarrollo Rural, para los fines contemplados en el artículo 241, numeral 10 de la Constitución Política.
