Se decreta la construccion de varias obras de utilidad publica en la ciudad de cartagena y se dictan otras disposiciones.
El demandante considera violados los articulos 49 79 80 y 366 de la constitucion politica.
Inhibicion para adoptar decision de fondo sobre la demanda por ineptitud sustantiva de esta.
La corte constitucional se ha referido en multiples ocasiones al cumplimiento de los requisitos de las demandas y en particular sobre la exposicion de las razones por las cuales se estiman violados los preceptos constitucionales que deben ser claras ciertas especificas pertinentes y suficientes.
Las disposiciones contenidas en la ley tienen carácter general y son de obligatorio cumplimiento por ser de derecho publico y tener como fundamento el interes publico.
