- Primero. Declarar EXEQUIBLE la "Ley 802 de 2003 "por medio de la cual se aprueban el "Acuerdo cultural entre el Gobierno de la Republica de Colombia y el Gobierno de la Republica de Turquia", hecho en Caracas, el nueve (9) de septiembre de mil novecientos noventa y uno (1991) y el "canje de notas que lo modifica" de 23 de febrero de 2000 y 30 de marzo de 2000".
