- Primero. Declararse INHIBIDA para fallar sobre la demanda formulada contra el articulo 3deg del Decreto Reglamentario 2148 de 1983, por carecer de competencia para ello.
- Segundo. Declarar EXEQUIBLE la expresion "... sin negar la autorizacion del instrumento en caso de insistencia de los interesados, salvo lo prevenido para la nulidad absoluta, dejando siempre en el constancia de lo ocurrido", contenida en el articulo 6deg del Decreto 960 de 1970.
