- PRIMERO. Declarar INEXEQUIBLE la expresion "de lo contrario el gobernador o el alcalde podran crearlos por Decreto, dentro de los 8 dias siguientes al vencimiento del plazo mencionado", contenida en el articulo 2deg del Decreto 2008 de 1992, por los motivos expresados en este fallo.
