- DECLARANSE EXEQUIBLES los apartes demandados del articulo 66 del Decreto 01 de 1984 (Codigo Contencioso Administrativo), con la advertencia expresa de la observancia que debe darse al mandato constitucional contenido en el articulo 4deg, segun el cual "La Constitucion es norma de normas. En todo caso de incompatibilidad entre la Constitucion y la ley u otra norma juridica, se aplicaran las disposiciones constitucionales".
