  1. PRIMERO. REVOCAR la sentencia proferida por el Consejo de Estado el veinticinco (25) de marzo de mil novecientos noventa y tres (1993), por las razones expuestas en la parte motiva de esta providencia.
  2. SEGUNDO. En su lugar, CONFIRMAR la sentencia proferida por el Tribunal Administrativo de Boyacá del veintitrés (23) de febrero de mil novecientos noventa y tres (1993), salvo el numeral
  3. tercero. (3o) de la parte resolutiva del fallo en mención, por las razones expuestas en la parte motiva de esta providencia.
  4. TERCERO. En consecuencia, ORDENAR al Gobernador de Boyacá entregar en un término máximo de treinta (30) días la información y documentación solicitada por la señora MARIA IZQUIERDO DE RODRIGUEZ, en su escrito de fecha 25 de enero de 1993.
  5. CUARTO. COMUNICAR la presente decisión al Tribunal Administrativo de Boyacá, para que sea notificada a las partes, de conformidad con lo dispuesto en el artículo 36 del decreto 2591 de 1991.
