- PRIMERO. Por las consideraciones formuladas en la parte motiva de esta providencia, declarar EXEQUIBLE en todas sus partes el decreto 2406 del 25 de octubre de 1991 "por el cual se suprime la Oficina de Cambios del Banco de la Republica", en los aspectos formales relacionados con el ejercicio de las facultades extraordinarias.
