  1. Primero. REVOCAR los fallos proferidos el veinticuatro (24) de abril de 2007, por el Juzgado
  2. Sexto. Civil del Circuito de Cartagena, y el veintiuno (21) de junio de 2007, por la Sala Civil - Familia del Tribunal Superior del Distrito Judicial de Cartagena, y en su lugar CONCEDER el amparo del derecho de peticion de Rafael Antonio Cortes Willie.
  3. Segundo. En consecuencia, ORDENAR al Instituto de Seguros Sociales - Seccional Atlantico, que dentro de los ocho (8) dias siguientes a la notificacion de la presente sentencia, de respuesta de fondo a la peticion presentada por el accionante.
  4. Tercero. Por Secretaria General, librense las comunicaciones de que trata el articulo 36 del Decreto 2591 de 1991.
