- Primero. REVOCAR los fallo proferidos por el Tribunal Superior del Distrito Judicial de Bucaramanga -Sala Civil-, por medio de los cuales se nego la proteccion solicitada por los actores.
- En su lugar, CONCEDER la tutela del derecho de peticion. En consecuencia, se ordena a las entidades demandadas que, en el termino de cuarenta y ocho (48) horas contadas a partir de la notificacion del presente fallo, procedan a dar respuesta a las solicitudes elevadas por los demandantes, y la notifique debidamente a los interesados.
- Segundo. DAR cumplimiento a lo previsto en el articulo 36 del Decreto 2591 de 1991.
