Primero. REVOCAR la decision proferida el 18 de abril de 2001 por el Juzgado Civil del Circuito de Chinchina. En su lugar, TUTELAR los derechos fundamentales a la vida y al minimo vital de la senora Esther Valencia Vargas.
Segundo. ORDENAR al Municipio de Palestina (Caldas) para que en el termino de cuarenta y ocho (48) horas siguientes a la notificacion de este fallo, si aun no lo hubiere hecho, liquide y pague a favor del Instituto de Seguros Sociales, el bono pensional reclamado por la senora Esther Valencia Vargas, como companera del fallecido Miguel Angel Colorado Lopez.
Si el municipio de Palestina no tuviere los recursos presupuestales para dar cumplimiento a lo aqui ordenado, dispondra del mismo ya indicado para iniciar las gestiones pertinentes a fin de obtener los recursos que garanticen el pago aqui ordenado, el cual debera efectuarse en un plazo maximo de un (1) mes.
Tercero. Por Secretaria, librese la comunicacion prevista por el articulo 36 del decreto 2591 de 1991.
