Primero. REVOCAR la sentencia proferida por el Tribunal Contencioso Administrativo de la Guajira ,con fecha cuatro de mayo de mil novecientos noventa y nueve.
Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Gobernador de la Guajira que teniendo en cuenta sus competencias legales y constitucionales, dentro de los diez (10) días siguientes a la notificación de esta sentencia, sitúe, si aún no lo ha hecho, a disposición de la Contraloría Departamental las partidas necesarias para sufragar lo adeudado a los actores y garantizar el pago oportuno de sus salarios a partir de la notificación de este fallo.
Tercero. Por Secretaría, líbrese la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
