- Primero. Revocar el Fallo proferido el 11 de diciembre de 2002 en el proceso de la referencia por el Consejo Superior de la Judicatura -Sala Jurisdiccional Disciplinaria. En su reemplazo, Denegar la proteccion de los derechos invocados por la sociedad Comunicacion Celular S.A. COMCEL S.A. y Confirmar, por las razones expuestas en esta sentencia, el Fallo del 7 de noviembre de 2002 proferido por el Consejo Seccional de Cundinamarca -Sala Jurisdiccional Disciplinaria.
- Segundo. Dar cumplimiento a lo previsto en el articulo 36 del Decreto 2591 de 1991.
