- Primero. REVOCAR la sentencia proferida por el Juzgado Cuarenta y Nueve Penal del Circuito de Bogotá del 25 de enero de 1999. En consecuencia, de conformidad con lo dispuesto en la parte motiva de esta sentencia, tutelar el derecho al debido proceso de la demandante, y ordenar al Ministerio de Hacienda que en el término de cuarenta y ocho horas contadas a partir de la notificación de esta sentencia, deje sin efecto la resolución 1414 de 1997 emanada de la Subsecretaría Jurídica de la Secretaría Administrativa de dicha entidad, de manera que todo lo efectuado desde su vigencia y que lesione los derechos de la accionante, quede sin ningún efecto.
- Segundo. SÚRTASE a través de Secretaria General las comunicaciones de que trata el artículo 36 del 2591 de 1991, para los efectos allí contemplados.
