Primero. REVOCAR el fallo proferido el 23 de noviembre de 1999, por la Sala de Casación Laboral de la Corte Suprema de Justicia. En su lugar, CONCEDER la protección de los derechos al pago oportuno de la pensión y al mínimo vital.
Segundo. ORDENAR al señor Alcalde Municipal de Caramanta (Ant.) que en el término de cuarenta y ocho (48) horas siguientes a la notificación de este fallo, inicie las gestiones administrativas necesarias para la cancelación de las mesadas que se adeudan al demandante, en la proporción que le corresponda asumir de conformidad con la Resolución No. 399 de marzo 24 de 1998.
Tercero. El desacato a lo ordenado en esta providencia, se sancionará de conformidad con lo señalado en el artículo 52 del decreto 2591 de 1991.
Cuarto. Por Secretaría líbrese la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
