- PRIMERO. REVOCAR la sentencia de la Seccion Segunda de la Sala de lo Contencioso Administrativo del Consejo de Estado, proferida el 30 de junio de 1995.
- SEGUNDO. CONFIRMAR, por las razones expuestas en la presente providencia, la decision adoptada en la sentencia del Tribunal Administrativo del Valle del Cauca, proferida el 26 de mayo de 1995.
- TERCERO. LIBRESE comunicacion al mencionado Tribunal, con miras a que se surta la notificacion de esta providencia, segun lo establecido en el articulo 36 del Decreto 2591 de 1991.
