R E S U E L V E :
Primero. Revocar la sentencia de fecha 2 de agosto de 1995, proferida por el Juzgado
Tercero. Laboral del Circuito de Barranquilla, con base en las consideraciones expuestas.
Segundo. Conceder la tutela que se reclama, en consecuencia, ordenar al Instituto Colombiano de Bienestar Familiar, Regional Atlántico, Barranquilla, para que en el término de un (1) mes, contado a partir de la notificación de esta sentencia, proceda a efectuar el nombramiento de la señora Emperatriz Josefa Castro Cantillo, en el cargo de Profesional Universitario, Código 3020, Grado 04, para el cual se presentó a concurso abierto habiendo ocupado el primer lugar.
Tercero. El Tribunal Superior -Sala Laboral- del Distrito Judicial de Barranquilla, vigilará el estricto cumplimiento de lo ordenado en esta sentencia.
Cuarto. Líbrense las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991.
