Primero. REVOCAR la sentencia proferida por el Juzgado
Segundo. Laboral del Circuito de Riohacha el nueve (9) de febrero de mil novecientos noventa y nueve (1999) dentro de la acción de tutela de la referencia.
Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Representante Legal de FONVISOCIAL que dentro de las cuarenta y ocho (48) horas siguientes a la notificación de esta providencia, proceda a iniciar las diligencias presupuestales necesarias que le permitan reanudar el pago de salarios al señor López Romero. En cuanto a los salarios ya causados y no pagados, el demandante podrá acudir ante la jurisdicción ordinaria para exigir su pago.
Tercero. LÍBRENSE las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
