- Primero. CONFIRMAR las Sentencias proferidas por el h. Tribunal Administrativo del Atlantico, el trece (13) de febrero de 1997, y por el Consejo de Estado, el tres (3) de abril del mismo ano, en relacion con la accion de tutela instaurada por el senor Carlos Bell Lemus.
- Segundo. ORDENAR que por la Secretaria General de esta Corporacion, se comunique esta providencia el h. Tribunal Administrativo del Atlantico, en la forma y para los efectos previstos en el articulo 36 del Decreto 2591 de 1991.
