- Primero. CONFIRMAR las sentencias proferidas por la Sala de Decision del Tribunal Contencioso Administrativo de Caldas, el 28 de noviembre de 1.997, y por la Seccion Primera de la Sala de lo Contencioso Administrativo del Consejo de Estado, el 29 de enero de 1.998, en el proceso de tutela de la referencia, por las razones expuestas en la parte motiva de esta providencia.
- Segundo. LIBRESE por Secretaria la comunicacion prevista en el articulo 36 del Decreto 2591 de 1991, para los fines alli establecidos.
