Primero. REVOCAR el fallo proferido por el Juzgado Civil Municipal de Barbosa (Antioquia) el 12 de septiembre de 2001, dentro de la acción de tutela de la referencia. En su lugar, CONCEDER al señor Guillermo Naranjo Hernández la tutela de los derechos fundamentales a la libertad de expresión y a la libertad de escoger oficio.
Segundo. PREVENIR al alcalde municipal de Barbosa y al Secretario de control y apoyo comunitario del mismo municipio, para que en lo sucesivo se abstengan de prohibir o exigir autorizaciones a quienes ejerzan la fotografía y camargorafía, sin que exista previamente facultad legal para ello.
LÍBRESE por Secretaría la comunicación de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
