REVOCAR el fallo de tutela de la Jueza Segunda Civil del Circuito de Santa Marta, dictado el 27 de agosto de 2003, y, en su lugar, CONCEDER el amparo impetrado por Dubis Leonor Trujillo Nunez y Luz Esther Rebollo de Miranda contra el Alcalde del Distrito de Santa Marta por violacion del derecho al debido proceso administrativo.
  2. Segundo. LIBRESE por Secretaria la comunicacion de que trata el articulo 36 del Decreto 2591 de 1.991, para los fines alli establecidos.
