Primero. CONFIRMAR en todas sus partes la Sentencia del 21 de abril de 1999, dictada por la Corte Suprema de Justicia en el proceso de tutela incoado por la señora Constanza Mesa Cepeda en representación de su hija, Diana Catalina Charry Mesa, en contra de la Fiscalía General de la Nación, Dirección Seccional de Santa Rosa de Viterbo.
Segundo. Por la Secretaría General de la Corte Constitucional, DESE cumplimiento a lo previsto en el artículo 36 del Decreto 2591 de 1991.
