Primero. REVOCAR las sentencias proferidas por el Juzgado
Primero. Civil de Circuito y la Sala Civil y de Familia del Tribunal Superior de Buga (Valle del Cauca), y en su lugar conceder la tutela instaurada por el señor Jorge Arango Valencia contra la Policía Nacional - sede Buga.
Segundo. ORDENAR a la Policía Nacional - sede Buga que dentro de las cuarenta y ocho (48) horas siguientes a la notificación de este fallo se abstenga de realizar cualquier procedimiento que impida al actor el desplazamiento en su silla de ruedas.
Tercero. ORDENAR a la secretaría de Gobierno del Municipio de Buga incluir al señor Jorge Arango Valencia en los programas alternativos para vendedores ambulantes que allí se adelanten, o que se puedan adelantar, dentro de un término que no exceda tres meses contados a partir de la notificación de esta providencia.
Cuarto. LÍBRESE por Secretaría la comunicación de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
