REVOCAR los fallos fueron proferidos por el Tribunal Administrativo de Santander, en las tutelas de Jasbleydis Samara Laporte Jiménez, el 9 de mayo de 2001; de Rosita Villegas Mattos, el 9 de mayo de 2001; de Eneida Rodríguez Ospino, el 9 de mayo de 2001; de Martha Stella González Hernández, el 7 de mayo de 2001; de Orlando Lozano García, el 7 de mayo de 2001; de Gerardo de Jesús Isaza Ostos, el 7 de mayo de 2001; de Dioselina Verónica Ospino Cisneros, el 7 de mayo de 2001; de Esthelia Florez Córdoba, el 9 de mayo de 2001; de Robinson Dominguez Torres, el 7 de mayo de 2001; de Adelaida Esther Otalvarez Ferreira, el 23 de abril de 2001. Y, en su lugar CONCEDER la tutela por las razones expuestas en el presente fallo.
- SEGUNDO. Dejar sin efecto el decreto 001 de 4 de enero de 2001 proferido por el Alcalde de Puerto Wilches y restablecer los nombramientos hechos en propiedad a favor de los solicitantes de las tutelas que motivan el presente fallo, hasta tanto el Alcalde haga uso de la acción prevista en el Código Contencioso Administrativo que conlleve la nulidad de los nombramientos, o se realice el concurso correspondiente.
- TERCERO. Por Secretaria, LÍBRESE la comunicación prevista por el artículo 36 del decreto 2591 de 1991.
