Primero. CONFIRMAR la sentencia proferida el 7 de mayo de 2001 por el Juzgado Trece Laboral del Circuito de Medellín, por las razones expuestas en este fallo.
Segundo. COMUNICAR este fallo al Defensor del Pueblo, con el fin de que delegue a un funcionario de esa Entidad con jurisdicción en Medellín -Antioquia-, con el fin de que se oriente e instruya al accionante en el ejercicio de sus derechos constitucionales y en los trámites administrativos correspondientes.
Tercero. Por Secretaría líbrese la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
