Se decreta el presupuesto de rentas y recursos de capital y la ley de apropiaciones para la vigencia fiscal del 1º de enero al 31 de diciembre de 2006.
Para el accionante las expresiones "a cargo de los aspirantes" contenida en el articulo 74 de la ley 998 de 2005 vulnera los articulos 13 25 40 y 130 de la constitucion.
Existencia de cosa juzgada constitucional y exequibilidad de las expresiones acusadas.
