  1. En merito de lo expuesto, la Corte Constitucional,
  2. R E S U E L V E
  3. PRIMERO. Declarase inconstitucional el Decreto ley 2250 de 1991, "Por el cual se modifica el Decreto 1751 de 1991".
  4. SEGUNDO. Ordenase al Gobierno habilitar un termino de veintinueve (29) dias calendario, equivalente al mismo que los tenedores de vehiculos dejaron de gozar a raiz de la expedicion del Decreto 2250 de 1991, para los efectos de lo previsto en los articulos 1o y siguientes del Decreto ley 1751 de 1991. El Gobierno debera establecer los requisitos, procedimientos y demas cautelas necesarias para evitar que personas diferentes a las originalmente amparadas por la norma de saneamiento, se favorezcan con la misma.
