- Primero. INHIBIRSE de fallar, por ineptitud sustantiva de la demanda, en relacion con la parte del numeral 7o. del articulo 9o. de la Ley 152 de 1994, que dice:
- "7. Cinco (5) en representacion de los indigenas, de las minorias etnicas y de las mujeres; de los cuales uno (1) provendra de los indigenas; uno de las comunidades negras... escogidos de ternas que presenten las organizaciones nacionales juridicamente reconocidas que los agrupen, y dos (2) mujeres escogidas de las organizaciones no gubernamentales. "
- Segundo. Declarar EXEQUIBLE la parte del numeral 7o. del articulo 9o. de la Ley 152 de 1994, que dice:.
- "...otro de las comunidades islenas raizales del archipielago de San Andres, Providencia y Santa Catalina..."
