- PRIMERO. DECLARAR EXEQUIBLE el artículo 1o. de la Ley 61 de 1987, salvo la última parte del literal a) que dispone: "Jefe de Oficina , los demás empleos de Jefe de Unidad que tengan una jerarquía superior a jefe de Sección", y las expresiones, Rector, Vicerrector y Decano de los literales b) y c), así como la expresión final del literal b) que dice: "además los que se señalen en los Estatutos Orgánicos de dichas entidades", que se declaran INEXEQUIBLES.
- SEGUNDO. DECLARAR LA EXEQUIBILIDAD de los literales d) e) e i) bajo la condición de que tales empleos no correspondan por su naturaleza al sistema de carrera y que se refieran a los niveles directivos o de confianza.
- TERCERO. DECLARAR LA INEXEQUIBILIDAD del literal j) de la norma acusada.
