Declarar EXEQUIBLE el articulo 63 de la Ley 48 de 1993, por los motivos senalados en este fallo, precisando que la colonizacion se debe hacer en estricta conformidad con las politicas de desarrollo sostenible que para tal efecto debera formular el Ministerio del Medio Ambiente, de acuerdo al mandato del articulo 80 de la Constitucion.
