CONFIRMAR la sentencia que no concedio la tutela, proferida por el Juzgado Penal Municipal de Paipa el 21 de enero del 2000 dentro de la accion instaurada por Alicia Rico Martinez en representacion de su esposo Jorge Arturo Plazas Fajardo contra el Instituto de los Seguros Sociales, por las razones aducidas en este fallo.
