PRIMERO. REVOCAR la sentencia proferida por el Consejo Seccional de la Judicatura del Meta, el 12 de junio de 2002, en virtud de la acción de tutela instaurada por Gabriel Rincón Álvarez en contra de la Dirección de la cárcel del Distrito Judicial de Villavicencio, y en su lugar CONCEDER la acción de tutela.
SEGUNDO. ORDENAR a la Dirección de la cárcel del Distrito Judicial de Villavicencio, que dentro de las cuarenta y ocho (48) horas siguientes a la notificación de este fallo, proceda a remitir a la Penitenciaría Nacional La Picota los certificados completos de trabajo y de disciplina a que tenga derecho el interno Gabriel Rincón Álvarez, y que a su vez, la Penitenciaría Nacional La Picota expida copia al accionante de dichos certificados. Lo anterior, en caso de que para la fecha del presente fallo no se hubieran expedido.
TERCERO. Para los efectos del artículo 36 del decreto 2591 de 1991, el juzgado de origen hará las notificaciones y tomará las medidas conducentes para el cumplimiento de esta sentencia.
