PRIMERO. CONFIRMAR la sentencia proferida por la Sala Quinta del Tribunal Administrativo de Antioquia, del 16 de noviembre de 1999, respecto de la señora Juana María Castaño de Vanegas, por las razones expuestas en la parte motiva de esta sentencia.
SEGUNDO. Para los efectos del artículo 36 del decreto 2591 de 1991, el juez de origen hará las notificaciones y tomará las medidas conducentes para el cumplimiento de esta sentencia.
