PRIMERO. REVOCAR las sentencias objeto de revision por las razones expuestas en la parte motiva del presente fallo. En su lugar, CONCEDER la tutela interpuesta por la senora LUZ MARY LOPEZ DE OROZCO por el derecho de seguridad social en conexion con el derecho de peticion.
SEGUNDO. ORDENAR a la Gobernacion del Quindio que en el termino de cuarenta y ocho (48) horas ponga en conocimiento del Instituto de Seguro Social, si es que ya no lo ha hecho, su criterio respecto al soporte financiero de la pension de la senora LUZ MARY LOPEZ DE OROZCO y que igualmente se le comunique al Municipio de Armenia. Una vez cumplido lo anterior, el Instituto de Seguro Social decidira la solicitud de pension presentada por la senora LUZ MARY LOPEZ DE OROZCO.
TERCERO. Por Secretaria, LIBRESE la comunicacion prevista por el articulo 36 del decreto 2591 de 1991.
