PRIMERO. REVOCAR la sentencia proferida por el Juzgado Diecisiete Civil del Circuito de Santafé de Bogotá, el 8 de junio de 1995 en el proceso de la referencia.
SEGUNDO. CONCEDER como mecanismo transitorio, la tutela reclamada por el señor Oscar Vélez Marulanda, en favor de sus derechos constitucionales fundamentales a la igualdad, al trato digno y al goce de sus derechos pensionales. En consecuencia ordena al Fondo de Previsión Social del Congreso de la República, que reajuste la liquidación hecha y pague efectivamente los derechos pensionales que le corresponden al peticionario por los años 1992 y 1993, de conformidad con la Ley 4a. de 1992, hasta completar el 75% del promedio de lo que por todo concepto percibieron los Representantes y Senadores de la República como ingreso mensual en el año de la liquidación correspondiente.
TERCERO. Comunicar la presente decisión en los términos del artículo 36 del Decreto 2591 de 1991.
