Primero. REVOCAR las sentencia proferida por el Consejo de Estado el 18 de febrero de mil novecientos noventa y nueve ( 1999 ).
Segundo. TUTELAR el derecho al trabajo del señor Oswaldo Lasso. En consecuencia, se ordena al Gerente General del Hospital San Vicente de Paúl en Palmira (Valle) que en el término de cuarenta y ocho (48) horas siguientes a la notificación de esta sentencia, cancele al actor los salarios adeudados siempre y cuando cuente con la debida disponibilidad presupuestal. En caso contrario, dispondrá del mismo término para iniciar las gestiones tendientes a obtener los recursos necesarios para atender el pago ordenado.
Tercero. El Gerente del Hospital San Vicente de Paúl en Palmira (Valle) responderá personalmente por el cumplimiento exacto y oportuno de este fallo, bajo el apremio de las sanciones previstas por el artículo 52 del decreto 2591 de 1991.
Cuarto. Dar cumplimiento a lo previsto en el artículo 36 del decreto 2591 de 1991.
