- PRIMERO. CONFIRMAR la sentencia del TRIBUNAL ADMINISTRATIVO DE CUNDINAMARCA, SECCION SEGUNDA, SUBSECCION "A" del veintiuno (21) de febrero de 1992 que denegó la tutela, por las razones expuestas en esta providencia.
- SEGUNDO. COMUNIQUESE al TRIBUNAL ADMINISTRATIVO DE CUNDINAMARCA, SECCION SEGUNDA, SUBSECCION "A", la presente decisión para que sea notificada a las partes conforme lo dispone el artículo 36 del Decreto 2591 de 1991 para los efectos allí contemplados.
- TERCERO. ENVIENSE copias de la presente sentencia a la Fundación Pro Rehabilitación del Minusválido, TELETON, y a la Asociación Colombiana de Parapléjicos, ASCOPAR.
