- PRIMERO. REVOCAR la sentencia del Juez Quince Penal del Circuito de Barranquilla, proferida el 20 de enero de 1995, en el proceso de la referencia, y, en su lugar NO CONCEDER la tutela impetrada, teniendo en cuenta las razones expuestas en este fallo de revisión.
- SEGUNDO. Líbrense por Secretaría las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991.
- TERCERO. Envíese copia de esta providencia al Defensor del Pueblo.
