- Primero. REVOCAR la decision del Consejo de Estado, Sala de lo Contencioso Administrativo, que declaro improcedente la accion de tutela de la referencia y en consecuencia CONFIRMAR el fallo del Tribunal Administrativo del Tolima.
- Segundo. Para los efectos del articulo 36 del decreto 2591 de 1991, el Tribunal de origen hara las notificaciones y tomara las medidas conducentes para el cumplimiento de esta sentencia.
