Primero. REVOCAR, la sentencia proferida por el Consejo de Estado en febrero 13 de 1998.
Segundo. CONCEDER la tutela impetrada por CESAR AGUSTIN SAAVEDRA ROJAS y, en consecuencia, ORDENAR al Jefe del Departamento de atención al pensionado y al Director del Instituto de Seguros Sociales, Seccional Valle del Cauca, que, si todavía no lo han hecho, resuelvan , a más tardar dentro de las cuarenta y ocho horas(48 ) horas siguientes a la notificación del presente fallo, los recursos interpuestos por el accionante desde el 26 de junio de 1997 contra la resolución 004555 de mayo 23 de 1997.
Tercero. LÍBRESE la comunicación prevista en el artículo 36 del decreto 2591 de 1991.
