Primero. CONFIRMAR el fallo proferido por el Juzgado
Cuarto. Penal del Circuito de Palmira el octubre 18 de 2001 y, en consecuencia, NEGAR la tutela a los derechos a la vida y la igualdad del señor Alvaro Pava.
Segundo. EXHORTAR a la Unión Temporal EPSA E.S.P., Inelco del Pacifico y a la Alcaldía municipal de Pradera para que, dentro de la órbita de sus competencias, adopten los mecanismos necesarios para el cumplimiento de sus deberes constitucionales y legales en aras de prestar el servicio de alumbrado público a la población.
Tercero. Para los efectos del artículo 36 del decreto 2591 de 1991, el juzgado de origen hará las notificaciones y tomará las medidas conducentes para el cumplimiento de esta sentencia.
