PRIMERO. REVOCAR parcialmente el fallo proferido por el Juzgado Quince Laboral de Santa Fe de Bogota, por las razones expuestas en esta sentencia.
SEGUNDO. TUTELAR, el derecho de Celedonio Cobos Tequia a que se le tramite la solicitud para inscripcion en la Carrera Administrativa, dandosele la certificacion sobre el cumplimiento de condiciones y requisitos, si a ello hubiere lugar y teniendo en cuenta las consideraciones de esta sentencia.
TERCERO. La Beneficencia de Cundinamarca, en el plazo improrrogable de cuarenta y ocho (48) horas dara cumplimiento a lo ordenado en el numeral anterior.
CUARTO. El Juez de Tutela iniciara el incidente de desacato segun el articulo 52 del decreto 2591 de 1992 y el articulo 9o del Decreto 306 de 1992.
QUINTO. COMUNICAR a traves de la Secretaria General de la Corte Constitucional el contenido de la sentencia al Juzgado Quince Laboral del Circuito de Santa Fe de Bogota, al Sindico -Gerente de la Beneficencia de Cundinamarca, al senor Celedonio Cobos Tequia y al Defensor del Pueblo.
