Primero. REVOCAR las decisiones del Consejo de Estado (Secciones Primera y Segunda Subsección A) dentro de las acciones de tutela instauradas por los ciudadanos Nelly Galindo de Becerra (T-341319), Rosa Inés López de Rodríguez (T-341690), Lucía Rodríguez de Vargas (348076), María Adiela León de Saenz (T-348179) y Publio Roa Barón (T-348183).
En consecuencia, se CONCEDE la tutela al derecho a la seguridad social en los referidos procesos.
Segundo. ORDENAR a la Caja de Previsión Social de Boyacá - Fondo Territorial de Pensiones del Departamento de Boyacá, que dentro del término de cuarenta y ocho (48) horas contadas a partir de la notificación de esta providencia, proceda a cancelar las sumas adeudadas a los libelistas siempre y cuando exista disponibilidad presupuestal; en caso contrario, dicho plazo deberá utilizarse para iniciar las gestiones presupuestales pertinentes para tal fin, que deberán culminar con el pago efectivo de las mesadas adeudadas en un período no superior a los 30 días.
Tercero. Por Secretaría General, líbrense las comunicaciones previstas en el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
