- Primero. CONFIRMAR la sentencia del 11 de noviembre de 1999 de la Sección Tercera de la Sala de lo Contencioso Administrativo del Consejo de Estado.
- Segundo. ADVERTIR a SALUDCOOP Empresa Promotora de Salud O.C. que, en el evento de que resulte imposible atender debidamente al demandante en las instalaciones de Saludcoop en Tierralta, y se probare que el Municipio no está en capacidad de atenderlo, por sus propios medios, éste podrá exigir la atención a Saludcoop, quien deberá repetir contra el Municipio.
- Tercero. Libérese las comunicaciones previstas en el artículo 36 del Decreto 2591 de 1991.
